EU PFAS Ban Takes Effect August 2026: What Paper Packaging Producers Must Do Now

A landmark deadline is approaching for the paper packaging industry. From August 12, 2026, the European Union's Packaging and Packaging Waste Regulation (PPWR) will enforce strict PFAS (per- and polyfluoroalkyl substances) limit values for food-contact packaging. Any paper or board food packaging placed on the EU market containing PFAS above 25 ppb for any single substance will be non-compliant.

The PPWR entered into force in February 2025 and begins general application in August 2026, according to Food Safety Magazine. The regulation targets fluorinated grease-proof coatings that have been widely used in paper food containers for oil and water resistance.

For paper cup and bowl manufacturers supplying the EU market, compliance requires three immediate actions:

First, verifying the coating composition of all cupstock and bowl-board supply. PE (polyethylene) coatings are generally PFAS-free, as confirmed by SGS testing guidance published in August 2026. However, certain grease-resistant additives and fluorochemical treatments applied at the paper mill level may introduce PFAS contamination that passes below visible detection but exceeds the 25 ppb threshold.

Second, requesting documented PFAS-free declarations from paper suppliers. The EU regulation places compliance responsibility on the entity placing the product on the market, which typically means the converter or brand owner — but supply chain documentation is the primary defense.

Third, considering water-based barrier coatings as alternatives. Industry sources report growing adoption of aqueous coating technologies that achieve comparable grease and moisture resistance without fluorinated chemistry, while maintaining compatibility with standard paper recycling streams.

The regulation applies broadly to HoReCa (hotel, restaurant, catering) packaging as well as retail food packaging. According to Ekoroll's 2026 compliance guide, businesses should be prepared to substantiate claims such as "water-based coated, PFAS-free, and recyclable in standard paper streams" with documentation from coating suppliers and independent testing.

For equipment manufacturers, the PPWR represents an opportunity rather than a threat. Machines capable of processing a wider range of board types — including PE-coated, PLA-coated, and water-based barrier-coated substrates — will be in higher demand as converters diversify their material sourcing.

The company's technical team recommends that buyers sourcing equipment for EU-bound production verify material compatibility during the pre-order sample testing phase.

With less than one month remaining before the compliance deadline, paper packaging producers serving European clients are advised to complete supply chain audits immediately. Those who delay risk shipment rejections, financial penalties, and loss of retail contracts at a time when EU demand for paper food packaging is at record levels.
